BALIKAT is a community organization of fisherfolk and farmers organized by ORC in our barangay (village) Balagawan.  BaLIKAT has now become a registered, fully-independent partner in conservation and development. They now have a seaweed farm, a catering service, two outrigger boats for seaweed farming and ecotours, and have adopted COMSCA (Community-managed Savings and Credit Association, a financial management system developed by WorldVision).
